"Proposed changes to the ordinance address poisonous bait; leaving animals in unattended motor vehicles; animal abandonment; animal fighting, tethering requirements and trapping of animals, to name just a few.

"Bonham said the current ordinance addresses animals left out in the cold, but does not address animals left out in the heat. She said that would change.

"And one of the biggest changes, and perhaps the biggest challenge, is mandatory spaying and neutering for all dogs and cats living within the city limits."
